Position Overview
Reporting to the Chief Medical Officer, the Senior Manager – Emergency Response Services (EMS) is responsible for the daily operations of the Kallo Emergency Medical Services. This position combines administrative, Directorial and budgetary responsibilities.

The Senior Manager – Emergency Response Services will create and maintain EMS policy & procedure manual, training & education programming & oversight, quality assurance such as, chart, review/audit incident & compliance reviews, ride-alongs when in country as well as protocol compliance. The incumbent will be responsible for oversight of ambulance vehicle operations & maintenance, ensuring equipment, supplies and medication are stocked, maintained and reviewed in collaboration with local providers on ground and other Kallo clinical and biomedical team members.

The incumbent will develop EMS strategy and project plan for each of the first 3 years aligned with deployment of Kallo's mobile clinics, set up ambulance services from the ground up and establish or leverage existing ambulance services in country of operation.

Accountabilities

  • The Senior Manager – Emergency Response Services is accountable for the daily operations of the EMS team, including training and development of staff.
  • Assist the Chief Medical Officer in planning, organizing and delivery of EMS throughout Kallo’s Global operations. These may include Headcount Management and budgeting.
  • Monitor changes, updates, and other policy issues stemming from Clinical Transformation team (CTC).
  • Liaising with Kallo Professional Services & Technology team to identify requirements, technical specifications; recommending technical assistance; proposing standardization of SOP when appropriate.
  • Accountable for continuous improvement through analysis and monitoring of field data.
  • Under the direct supervision of the Chief Medical Officer- Develop action plans, schedules, budgets, status reports and metrics to improve the status of Emergency management.
  • Responsible for the development of required corrective action plans relating to emergency field operations
  • Maintains readiness to respond to emergency situations, as required; manages emergency call and deployments.
  • Surveying and analyzing procedures and processes; prepare findings, report and recommend improvements to Chief Medical Officer.
  • Define and implement a risk-based approach to identifying, monitoring, measuring and reporting various types of Emergency response and compliance related issues.

Key Deliverables during First 12 to 24 Months

  • Plan land ambulance vehicle layout and interior design for Kallo’s Global Operations.
  • Develop a plan for deployment of ambulances including criteria for dispatch and patient transport priorities
  • Participate on Kallo's in-country teams conducting needs assessment and gap analysis in terms of population health needs and existing services & facilities relative to the services & products that Kallo is planning to deploy
  • Develop competency in regard to Kallo's clinical information systems (IT) and determine feasibility of deployment in the ambulance service
  • Develop and implement standards of practice for provision of care and related practices (equipment, vehicles) for EMS personnel who will be working in-country
  • Implement operational standards for ambulance services aligned with the requirements of local country level EMS services and/or Ontario or equivalent Canadian or Kallo standards, adjusted to accommodate country-specific capacity and capabilities
  • Establish payment methods and sound financial management practices for managing billing transactions related to ambulance transports
  • Recruit additional Kallo head office EMS staff to help develop or adapt/adopt existing ambulance dispatching protocols and provide operational oversight of the Kallo air ambulance program, in collaboration with in-country resources working out of Kallo's Regional Command Centers
  • Work with Kallo University staff and Kallo's academic partners (colleges, universities) to develop and as required, deliver, EMS training programs to train or upgrade EMS staff hired in-country who will be staffing the ambulance service
  • Develop criteria for performance reviews of EMS staff (remote or onsite) working in country; conduct initial reviews if warranted within this time frame; improve processes, workflows and operations based on outcome of reviews
  • Perform initial reviews of ambulance service processes, workflows and operations and measure against business goals and strategies and implement reviews on an ongoing basis
  • Develop monthly reports to provide insights into ambulance service operations and staff performance

Qualifications and Requirements

  • Trained and certified at the advanced paramedic level; maintenance of certification/registration/licensing deemed an asset;
  • 5-10 years working in the field as a paramedic at the basic and/or advanced levels, including working in rural healthcare environments.
  • 5+years of EMS management experience.
  • 5+ years developing and/or delivering EMS education and training programs (initial, ongoing, and/or refresher)
  • 5+ years of experience using, system status management (electronic ambulance deployment and tracking) solutions.
  • 3-5 years of experience using IT systems tailored to EMS systems e.g. EMS electronic patient records; EMS database development and analysis
  • 5-7 years relevant experience with budget management.
  • Thorough knowledge of applicable patient care standards, guidelines, policies & procedures and implementation of same.
  • Good understanding of ambulance dispatching and related policies & protocols; sound working knowledge of maps, streets and grid book systems.
  • Excellent team player as well as ability to work independently.
  • Ability to work after regular (daytime) hours if required.
